Panaji: Govt will launch a carbon calculator under the ‘Net Positive Panchayats’ initiative to assess energy consumption and the state’s carbon footprint. It will also roll out a ‘Green Cooking’ pilot integrated with PM Surya Ghar.Chief minister Pramod Sawant said Goa has set a target of installing 21,200 rooftop solar systems by 2027, generating 65MW of clean energy.“Climate action must begin with measurement. If we can understand our energy consumption and carbon footprint, we can plan meaningful interventions and measure our progress. Our vision is to take the experience of the pilot net positive panchayats and develop practical models that can ultimately be scaled across Goa,” Sawant said.He said the model solar village initiative brings this vision directly to communities, with villages expected not only to consume clean energy but also to demonstrate how renewable energy, energy efficiency and responsible consumption can work together at the local level.“We are also launching the Green Cooking with PM Surya Ghar integration pilot. The clean-energy transition must reach our kitchens and communities. Green cooking can contribute to energy security while also improving livelihoods and reducing the burden on women. GIZ’s support includes technical assistance, feasibility studies, implementation frameworks and financing approaches for scaling such initiatives,” Sawant said.Calling the pilot “especially close to my heart”, he added, “When a Goan household cooks using clean solar energy, it is not just the kitchen that transforms — it is the health of our women, the air quality in our homes, and the household budget that improves. We are linking this with the PM Surya Ghar infrastructure already in place, so that the solar panels on our rooftops power not just our lights and fans, but also our cooking, our water heating and our daily lives.”Sawant was spoke at the launch of the Goa–GIZ renewable energy initiatives and the signing of an MoU between the department of new and renewable energy, GEDA, GIZ, the German embassy, and technical partners. He said the MoU marks the start of a partnership aimed at shaping Goa’s clean-energy future.“Our partnership with GIZ further strengthens this effort. The MoU will provide a platform for technical cooperation, knowledge exchange, capacity building and development of innovative, Goa-specific solutions,” he said.For Goa, Sawant said, the shift to renewable energy is not only about cutting emissions. It is also about energy security, reducing dependence on conventional sources, using limited resources more efficiently, supporting communities, and preparing the economy for the future.He said this long-term direction is laid out in the Goa Clean Energy Roadmap 2050, launched at the G20, and stressed that the priority now is implementation. Govt, he added, is committed to accelerating renewable energy adoption across sectors and creating an enabling ecosystem, with a focus on solutions that are practical, locally appropriate and scalable.
