Patna: Bihar Institute of Public Administration and Rural Development, Patna (BIPARD-Patna) received its third ISO 9001:2015 certification on Monday at Sankalp Sabhagar, Lok Sevak Awas, in the presence of chief minister Samrat Choudhary.Tarun Swaroop, representing the ISO certifying agency, handed the certificate to BIPARD director general B Rajender. BIPARD, Gaya, and the general administration department had earlier received ISO certification, making BIPARD-Patna the latest state institution to secure the quality recognition.Congratulating the officers and employees of BIPARD-Patna, Choudhary said the certification reflected the institute’s commitment to quality work, transparency and sound administrative systems. He described the recognition as a matter of pride and happiness, saying it showed that Bihar’s institutions were functioning in line with world-class quality standards. BIPARD, he said, was strengthening governance by training administrative officers and employees across the state.The CM said Bihar would be positioned among the country’s leading states in good governance, quality, transparency, accountability and efficient public service. He stressed that training capacity at BIPARD campuses in Gaya and Patna must be expanded to meet future needs. The institutions, he said, should continuously improve efficiency by adopting new technologies, modern management practices and administrative innovations.Choudhary also called for a phased action plan to strengthen training infrastructure, resources, manpower and curricula at both centres. He said sustained efforts would help establish BIPARD, Gaya, and BIPARD-Patna as effective centres of excellence for capacity building and good governance in Bihar, enabling better public administration and improved service delivery across the state.
