PMC to sign MoUs for waste-to-energy plant

Patna: Patna Municipal Corporation (PMC) will soon sign memorandums of understanding with 12 urban local bodies for the implementation of a 15MW waste-to-energy plant at Ramchak-Bairiya under an integrated solid waste management project. A coordination meeting was held on Saturday to finalise the roles and responsibilities of the participating civic bodies. The project is expected to be completed within two years and become operational in 2028.Representatives of Danapur Nizamat, Phulwarisharif, Masaurhi, Sampatchak, Fatuha, Khagaul, Bihta, Bakhtiyarpur, Maner and Naubatpur municipal councils, besides Punpun and Khusrupur nagar panchayats, attended the meeting. The urban development and housing department has designated PMC as the lead agency for the project.Chief municipal engineer Bindu Rajak, additional municipal commissioner Ranjan Sinha and other PMC officials discussed the project structure, financial model and operational arrangements. The draft MoU and the proposed agreement with the project agency were also reviewed.A senior PMC engineer said, “Under the proposed arrangement, the 12 urban local bodies will collect and transport waste from their respective areas to the processing facility at Ramchak-Bairiya using their own resources.”The project, covering 13 civic bodies including PMC, will be implemented on a public-private partnership model on a Design, Build, Finance, Operate and Transfer basis. The proposed facility will include a 15MW waste-to-energy plant, a bio-methanation unit, material recovery facilities and a composting plant.
