Patna: In a move aimed at boosting investment and improving ease of doing business in the healthcare sector, govt has allowed out-of-state medical professionals to practise in the state through online self-certification.The reform removes the requirement of mandatory registration with the Bihar State Medical Council and the need to obtain a NOC from the practitioner’s previous home state. Under the new guidelines, doctors registered with the National Medical Commission (NMC) or any State Medical Council, along with nurses registered with the Indian Nursing Council, can practise in Bihar by uploading a self-certification form online.The state govt implemented the changes through the Bihar Medical (Amendment) Ordinance, 2026, and the Bihar Nurses Registration (Amendment) Ordinance, 2026, which came into effect on June 26, 2026.A similar relaxation has also been extended to allied healthcare professionals—including physiotherapists, laboratory technicians, optometrists and occupational therapists—under the Bihar State Allied and Healthcare Council (Amendment) Rules, 2026.To streamline licensing, the National Informatics Centre (NIC) is developing a unified single-window Integrated health licensing digital portal. The platform will process applications, approvals and issuance of healthcare licences and registrations online, providing a single point of contact for healthcare professionals and institutional investors.Highlighting the objective behind the reforms, health minister Nishant Kumar said the initiative would help expand quality healthcare services, improve the availability of skilled medical personnel and attract corporate investment in the state’s healthcare sector.
